Science and technology require an intervention by the law, and law is called upon to intervene in front of their evolution, and to look for proper solutions of governance and rational responses to their risks. One of the main issues to be investigated from the legal viewpoint is represented by the ‘dual-use dilemma’ that arises both in ‘traditional’ and new areas of techno-sciences. Indeed, any kind of research has the potential to be used both for bad as well as for good purposes. Therefore, it is important to reflect upon the ways to control possibly dangerous research without preventing the progress from going further. Such ‘dual-use dilemma’, then, entails the study of one of the fundamental freedoms in the biolaw area: the freedom of scientific research, its limits, and relationship with other rights/needs/freedoms (such the need of security). This work focuses on two areas of the techno-scientific world. One is more ‘traditional’, i.e. nuclear science, in whose context the reflections on ‘dual-use’ were born and developed, and the other one is a new emerging technology, which is synthetic biology. The aim is to understand how the freedom of scientific research could be shaped in relationship with other rights/needs/interests for dealing with ‘dual-use’ issues in the aforementioned areas of science and technology. This paper introduces an open implementation of DICOM for whole-slide microscopic imaging, following Supplement 145 of the DICOM standard. The software is divided into two parts: (a) a command-line tool to convert an whole-slide image to the DICOM format, and (b) a zero-footprint Web interface to display such DICOM images. The software architecture leverages the DICOM server Orthanc. The entire framework is available as free and open-source software. The existence of this software supports the development of digital pathology and telepathology in clinical environments, featuring a smooth integration with existing EHR and PACS solutions. [less ▲]

One of the main consequences of the Roman conquest was the diffusion of the Latin language and of Roman culture throughout the conquered countries. According to many texts of the imperial period, Latin became a universal language during the Imperium Romanum. But what is the reality? Did Rome develop any linguistic policies? There is some evidence to show that Rome’s response regarding the sociolinguistic problems that arose under its rule was to be flexible and willing to adapt to the specific requirements of each situation. Under the Republic and the early Principate, there was, in fact, a great flexibility in language use by the Romans in their dealings with the Greek world. Even though Latin-Greek bilingualism was widespread among the Romans of the Republic and the early Principate, in the public context, Latin maintained a high-level role because it represented the language of Rome’s power. In spite of this flexible approach to language use, a natural competition developed between the language of the dominant and the language of the dominated. In the Occident, Latin became the only vehicle of communication, both oral and written, whereas in the Orient, one notes a paradoxical situation: the Hellenization of the Romans due to the high cultural position of the Greek language. However, this dichotomy did not produce a division of the Roman Empire into two impenetrable parts, closed to mutual linguistic and cultural influences, but rather, it generated a more complicated situation, especially in the Oriental part of the Empire. It is this situation that will be analyzed in the present paper. [less ▲]

The study proposes a comparative analysis of the French-language and Flemish/Dutch versions of the international ballad deriving from the Danish 'Moderen under Mulde' (Dgf 89), and on this basis identifies three French-language texts recorded in North-east France and Wallonia yet showing closer affinities to the neighbouring Flemish tradition. In the light of both textual traditions, their unilateral adoption of Flemish motifs and their enhancing effect suggests deliberate selection rather than mere geographical proximity or bilingualism as explanation for their hybridization. This paper reviews the state-of-the-art methods to perform structural optimization of flexible mechanisms. These methods are based on a system-based approach, i.e. the formulation of the design problem incorporates the time response of the mechanism that is obtained from a dynamic simulation of the flexible multibody system. The system-based approach aims at considering as precisely as possible the effects of nonlinear dynamic loading under various operating conditions. Also, the optimization process enhances most existing studies which are limited to (quasi-) static or frequency domain loading conditions. This paper briefly introduces flexible multibody system dynamics and structural optimization techniques. Afterwards, the two main methods, named the weakly and the fully coupled methods, that couple both disciplines are presented in details and the influence of the multibody system formalism is analyzed. The advantages and drawbacks of both methods are discussed and future possible research areas are mentioned. [less ▲]

This interpretation is based on the analysis of the iconographic language of the Apulian imagery as well as on the connexion in series of this scene with those appearing on contemporary vases produced in the same cultural community. Understanding the potential drought characteristics under climate change is essential for reducing vulnerability and establishing adaptation strategies, especially in the Huang-Huai-Hai Plain (3H Plain) which is the grain production base in China. In this paper, the variation of drought characteristics including drought event frequency, duration, severity and intensity for the past 50 years (1961-2010) and future scenarios (2010-2099) based on observed meteorological data and RCP 8.5 projections were investigated, respectively. Firstly, the applicability of three climatic drought indices including the Standardized Precipitation Index (SPI), the Standardized Precipitation Evapotranspiration Index based on the Penman–Monteith equation (SPEI-PM) and the Thornthwaite equation (SPEI-TH) were compared in tracing recorded agricultural drought areas. Then, the drought characteristics including drought event, duration, severity and intensity using “run theory” was analyzed for both historical observations and future RCP 8.5 scenarios based on the proper index. Correlation analysis between drought indexes and agricultural drought areas showed that SPEI-PM performed better than SPI and SPEI-TH in the 3H Plain. Based on the results of SPEI-PM, droughts over the past 50 years have experienced reduced drought with shorter durations, and weaker severity and intensity. However, for the future RCP 8.5 scenario, drought is predicted to rise in frequency, duration, severity and intensity from 2010-2099 although drought components during the 2010-2039 were milder compared to historical conditions. This study highlights that the estimations for atmospheric evaporative demand would bring in differences in long term drought trend of drought indexes and consequently the applicability in 3H Plain. The results of this paper can help inform researchers and local policy makers to establish drought risk management strategies. [less ▲]

In Belgium silvopastoral grazing systems associating trees and pasture are instrumental in enhancing dynamic trade-offs between ruminant farming and habitat improvement. A 130-day study was conducted in Belgium from April to September 2013 to evaluate the effects of browsing a combination of shrubs and trees (i.e. hedge) on the selective behaviour of cattle and to relate these observations to changes in forage nutritive value. Twelve Holstein dairy heifers (Bos taurus; 487 kg) were allocated to either a control ryegrass pasture (i.e. control pasture group; CPG) or a pasture plus unrestricted browsing (i.e. browsing group; BG) of a hedge composed of shrubs and trees. Behaviour and selectivity towards the woody species were recorded for 14h on a daily basis during 3 consecutive days over spring, early summer and late summer. Leaves and stems of woody species and faecal samples were collected during each season to analyse their nutritive value and predict the dry matter intake by means of near infrared reflectance spectroscopy. Integrating shrubs and trees along a pasture influenced the heifers’ behaviour and BG heifers spent 19.3, 5.9 and 5.4% of their time browsing during spring, and early and late summer, respectively (P < 0.001). This behaviour was correlated to the pre-grazing pasture biomass (r=0.50; P < 0.001). Compared with the summer seasons, the greater browsing activity in spring was associated with higher plant feeding value. Overall, the most ingested species were Carpinus betulus, Cornus sanguinea, Corylus avellana and Crataegus monogyna. It was concluded that cattle use a significant time budget for browsing on temperate ryegrass pasture but further research is required to investigate potential benefits of silvopastoral systems in Belgium. Northern Morocco has an important local ceramic industry. Twenty-three Craterous and Pliocene clays from Tangier area (Northern Morocco) were studied to test their suitability as raw material for fired brick production. To assess their behaviour, the chemical composition, specific surface area (SSA), cation exchange capacity (CEC), and apparent density of clays were determined. The chemical composition consisted mainly of SiO2 (32 – 60%), Al2O3 (7 – 30%), and CaO (0.5 – 32%). SSA and CEC values of all the samples were low. The apparent density, pore volume, and micropore values were almost similar. Clay bricks were prepared by forming and shaping, and then fired in the range of 800 – 1100°C. Firing shrinkage, loss on mass and water absorption capacity were done in order to characterize clays after firing. Most of the clay samples have the necessary properties for the manufacturing of brick products. However, some clay samples were above the norm of loss on weight, due mainly to their high amount of carbonates. Furthermore, some kaolinitic samples from Pliocene blue marls and Cretaceous marls are inappropriate for building-related brick fabrication, because of the development of portlandite in brick, when in contact with moisture of the air. However, it will be necessary to mix them with other clays with little or no carbonate to dilute their carbonates content and then enhance their workability. [less ▲]
