We consider optimising bone neotissue growth in a 3D scaffold during dynamic perfusion bioreactor culture. The goal is to choose design variables by optimising two conflicting objectives: (i) maximising neotissue growth and (ii) minimising operating cost. Our contribution is a novel extension of Bayesian multi-objective optimisation to the case of one black-box (neotissue growth) and one analytical (operating cost) objective function, that helps determine, within a reasonable amount of time, what design variables best manage the trade-off between neotissue growth and operating cost. Our method is tested against and outperforms the most common approach in literature, genetic algorithms, and shows its important real-world applicability to problems that combine black-box models with easy-to-quantify objectives like cost. Two abrupt shifts in d18O and trace element contents of a stalagmite from the northwestern European continent (southern Belgium) suggest that two cold anomalies occurred beginning at 8.4±0.04 and ending at 8.15±0.03, possibly reflecting climatic effects associated with the 8.2 ka event. The younger of the two anomalies lasted about 30 years, from 8.18 to 8.15±0.03 ka, with a maximum d18O amplitude of 1.4‰. Trace element (Sr, Ba and Mg) peaks coincide with this second drop of d18O. The anomaly initiation is marked by Sr, Ba and Mg concentration peaks suggesting drier conditions during the coldest years, consistent with previous research in the North Atlantic. The earlier anomaly in trace element, d18O records is associated with generally cold but wet conditions at 8.4 ka, lasted 50 years, and ended abruptly. The interval from 8.4 ka to 8.15 ka was less favorable for speleothem deposition, with denser speleothem calcite deposition and lower growth rate, consistent with a cold, dry climate. The clear recovery in both temperature and rainfall between after both anomalies (8.2 and 8.4 ka), suggests that these anomalies are distinct, and may represent two episodes of AMOC weaking related to the drainage of proglacial lakes Agassiz and Ojibway. El crecimiento de los intercambios económicos y comerciales entre China y el subcontinente latinoamericano va acompañado de la imposición de normas económicas y políticas, de la cual su política de comercio internacional es portadora. Esta constatación plantea la cuestión del desafío que esta influencia normativa china representa para la estrategia desplegada por la Unión Europea en América Latina y el Caribe. A fin de responder a esta cuestión, esta presentación contiene dos objetivos relacionados entre sí: por una parte, analizar el alcance normativo de la política comercial de China en ALC, con el fin de ver si ella es portadora de un proyecto político-económica regional comparable al modelo de integración y de gobernabilidad regional desplegado por la UE en el subcontinente latinoamericano; por otra parte, medir de la influencia de la producción normativa china en ALC a través de su capacidad para competir con las normas exportadas por la UE en esta región del mundo. Notre travail porte sur l'étude du comportement des bétons auto-compactants ou auto-plaçants réalisés à base de sable recyclé et de sable recyclé broyé. La première étape consiste en une caractérisation physico-chimique et minéralogique (masse volumique, absorption d’eau, teneur en sulfates, composition chimique...) d’un sable de béton recyclé. Dans un deuxième temps, une étude des propriétés rhéologiques et mécaniques est réalisée sur des mortiers afin de réduire la quantité de matériaux naturels utilisés. La composition du mortier de base est dérivée d’une formulation type de béton auto-compactant préalablement vérifié sur la base de différents critères classiques (étalement au cône, t500, teneur en air,…). Notre étude s’intéresse d’une part aux impacts de la substitution du filler calcaire par du sable recyclé broyé (série 1) et d’autre part aux impacts de la substitution du sable naturel par du sable recyclé (série 2). Zoning or hazard mapping exercise is often utilized by policymakers and public authorities to manage disaster risks. This exercise is only possible when potential risks have already been identified, quantified and assessed by scientific experts at the outset. In other words, unidentified or unrecognized risks will not appear on the map, hence become invisible from administrators and the public. As Ulrich Beck (2008) described, “so long as risks are not recognized scientifically, they do not exist – at least not legally, medically, technologically, or socially, and thus they are not prevented, treated or compensated for”. This paper examines the role of expert institutions and authorities in defining, thus making (in)visible, risks through zoning/mapping exercise prior to and in the aftermath of disasters. This map, once established, forms the legitimate base and functions as the authority to categorize citizens into different status and its associated rights. The paper attempts to deconstruct this transformation process of hazards into risks, the territorialisation of risks via mapping, whereby matters that are scientifically uncertain or intangible would be made circumscribable both spatially and temporally. Our paper uses two case studies, one on evacuation zones after the Fukushima nuclear disaster and the other on hazard mapping prior to volcano eruptions in the Lesser Antilles, to illustrate how this political and administrative tool of zoning reifies hazards, thus making any disaster risks appear “manageable” and controllable by the authorities, and results in creating de facto different categories of affected populations, which triggers tension and division within the communities as well as in the scientific community. We also examine the role of independent experts and citizen mobilisations in challenging these zoning policies and contesting the management of territorialised risks. [less ▲]

Today, more than 50% of the world's population lives in cities; the urban population is projected to reach 85% by 2100. Mainly due to urbanization and e-commerce, the demand for urban freight transport (both forward flows and reverse flows) is clearly growing. But, transport is also responsible for a large share of urban air pollution as well as noise nuisance. Thus, an integrated logistics system to optimize transport network and service design, as well as vehicles routing of a variety of modes has to be developed. The objective is to determine how to efficiently move freight by means of these services and vehicles, while reducing negative environmental impacts. The topic includes research questions related to the demand to be serviced, the type and number of facilities needed to store and consolidate freight, the better utilization of vehicle capacity (fill rate and fewer empty trips: on average, 25% of goods vehicles in Europe run empty) and the reduction of energy consumption. this paper will offer an overview of procedures allowing EU agencies to determine the equivalence of third country regulatory regimes and conceptualise the accountability challenges they pose. Proceeding in three parts, the first part will identify and classify the different third country equivalence procedures in place. Analysing the legal basis for agency intervention and the specific powers granted to the respective agencies in that respect, this part will allow to develop a topology of two different equivalence roles conferred on EU agencies. Building upon this descriptive analysis, the second part will identify two accountability challenges associated with each of the identified third country equivalence procedure categories. Seeking to overcome those challenges, the third part of the paper will make four pointed suggestions aimed at recognising explicitly and in a more centralised way the external action powers conferred on EU agencies. Doing so would at the very least allow better to tailor modifications to the external action frameworks against the background of which existing equivalence procedures currently already implicitly operate. This paper argues that the Commission’s reform suggestions aimed at streamlining NCAs into independent administrative agencies appear to neglect this variety of accountability mechanisms underlying current NCA institutional organisation and functioning. Given that those mechanisms each harbour incongruent expectations regarding the organisation and functioning of independent NCAs, failure to acknowledge such incongruence may in practice lead to less effective competition law enforcement. The purpose of this paper is therefore to uncover the different NCA independence perspectives underlying those accountability mechanisms and to look for legally sound ways to make them converge when designing or upgrading NCA independence in the context of the Regulation 1/2003 reform. Within the framework of its Digital Single Market (DSM) agenda, the European Union proposes the adoption of new legislative proposals aimed at removing remaining obstacles to digital transactions. Proposals relate to the abolition of geo-blocking as well as data and copyright portability. Complementing competition law provisions, those initiatives would seek to create the conditions for a competitive e-commerce environment within the EU internal market. In doing so, the Commission implicitly but clearly seeks to replicate a regulatory and policy approach it had taken already from the 1990s onwards when liberalising the energy and electronic communication sectors. It can be submitted that the European Commission, in proposing its DSM regulation strategy and in setting the terms of its e-commerce sector inquiry, has paid insufficient attention so far to the various and complementary roles competition law can play in a more strictly regulated market environment. In an attempt to clarify the scope and role of EU competition law and its enforcement in a digital single market environment and to guarantee its coherent application with the proposed DSM regulations, this paper will reflect on the roles competition law can our should still play in this context. Proceeding in three parts, the first part of the paper will chart the interaction between competition law and market regulation proposals in the EU’s DSM context. Using examples from the geo-blocking, data portability and copyright proposals made, this part highlights how the EU institutions perceive the interaction between competition law provisions and market regulation in this context. On the basis of that analysis, the second part will frame the interaction between competition law and market regulation as perceived in the DSM strategy, by comparing it with earlier examples in the realm of energy and electronic communications. In doing so, this part will identify two important similarities (breaking up barriers to trade and facilitating cross-border competition) as well as two fundamental differences (absence of natural monopolies and of intensely state regulated sectors). Acknowledging those similarities and differences, it will be submitted, allows better to conceptualise the role of competition law in the particular DSM context. To that extent, the third part will present and analyse the tenability of three possible roles competition law can still play against this background. Assessing the advantages and limits of each approach, that part will invite the Commission to take a clearer stance regarding the choice of one of them. [less ▲]

Au cours des quatre dernières années, l’Institut de Formation et de Recherche en Enseignement Supérieur (IFRES) et le Service Guidance Étude (SGE) de l’Université de Liège ont développé et mis en place un projet visant à promouvoir et optimiser les pratiques de feedback formatif et d’Assessment for Learning en première année. Le Projet Feedback a été initié en 2013 et poursuivi en 2014 au sein de la Faculté des Sciences appliquées, adapté depuis juin 2014 en Faculté de Droit, de Science Politique et de Criminologie, depuis 2015 en Faculté des Sciences, et depuis 2016 en Faculté d’Architecture. Le projet est mené dans un but de soutien à l’apprentissage et à la qualité de l’expérience vécue par les étudiants de première année. Il vise à engager un groupe d’enseignants en Architecture dans une réflexion portant sur leurs pratiques d’enseignement et d’évaluation, et de potentielles régulations à y apporter. Chacun des participants impliqués est porté à réenvisager certaines dimensions de son enseignement de première année à la lumière des théories se rapportant aux pratiques de feedback lors d’entretiens individuels structurés, avec l’équipe pédagogique encadrante (une référente pédagogique et une architecte), mais également lors de séances plénières collectives. Des initiatives, telles que des tests de prérequis en mathématique, ou une grille de critères pour le dessin ou encore outil réflexif d’aide à la prise de note en atelier de projet, ont été développées dans divers cours (Mathématique ; Théorie de l’Architecture ; Construction et d’Applications Constructives ; Atelier de Projet ; etc.). Parmi la quinzaine d’initiatives élaborées, certaines ont déjà été mises en œuvre, d’autres sont toujours en développement actuellement ou sont en phase de réflexion. L’avis des étudiants est au cœur des préoccupations du Projet Feedback. Plusieurs questionnaires ont été administrés aux étudiants, afin d’investiguer leurs perceptions relatives à diverses initiatives mises en place lors de l’année académique 2016-2017. [less ▲]

Sin embargo, tiene sus raíces en producciones con vocación popular. Muñoz y Sampayo deconstruyen poco a poco las normas de la historieta de género basada en la primacía de la intriga y la ilusión de la realidad. Introduciendo numerosos aportes exógenos, el contenido ficcional resuena con la actualidad del momento y con el camino de vida de los autores. In the Monte Carlo method, quantities of interest for the application are calculated through statistical sampling of interaction processes. Gamma spectroscopy is a widely used technique, well-illustrated by the following list of examples: Environmental Radioactivity Monitoring, nuclear industry, geochemical investigation, and astrophysics. Most radioactive sources produce gamma rays, which are of various energies and intensities. Geant4 (for GEometry ANd Tracking) is a platform for the simulation of the passage of particles through matter, using Monte Carlo methods. The GEANT4 toolkit allows the simulation of the following physical processes: the photo-electrical effect, the Compton Effect, the electron-positron pairs generation and the Rayleigh diffusion. Our study shows the combination of gamma spectrometry, development of related Monte Carlo equation and the presentation of the Geant4 toolkit for gamma spectrometry simulation (simulation of the interaction of gamma photon through matter). It is clearly found, at the end of this study, that Monte-Carlo simulation is a useful, inexpensive alternative that also provides greater flexibility and gained time when determining the detector response and efficiency during an environmental monitoring. Nowadays, city local governments focus their strategic vision on the development of the urban sustainability. For this, they develop drivers, strategies, structures on green local improvements. To be sustainable, cities reinforce actions and plans on resource management, mobility, climate, building and public spaces. In order to be sustainable and smart, challenges are set to ensure successful implementation of sustainable mobility strategies through the development of appropriate policies, actions, decisions and controls. The development of sustainable mobility strategy requires the involvement of strategic actors, infrastructures, funding and socio-demographic parameters. To ensure this, sustainable mobility strategy has to be strengthen by an efficient management control system and a real measurement of institutional factors’ risk. The development of mobility controls ensures homogeneity between behaviours, decisions, objectives and strategies for mobility issues. In order to make the link between control, strategy and sustainability, new researches propose new frameworks and systems. These frameworks reinforce the strategic contribution of values, rules, monitoring and enhancing awareness and interactions. Based on that, the management control framework of Malmi and Brown is more and more associated with the implementation of sustainable strategies. This paper explores the development of sustainable mobility strategies in two Belgian cities (Namur and Leuven). To analyse how cilty local governments implement, control and develop mobility strategies and plans, this paper refers to Malmi and Brown’s model. The research proposes two hypotheses that set the importance of the integration of an adequate sustainable mobility control system and the institutional factors on the design and the use of mobility strategy control. This paper proposes a new conceptual model to support the development of sustainable mobility strategy. For this, the choice of two Belgian cities is made according to similarities (population size, explicit will to develop sustainable mobility strategy, focus on sustainable transport, initiation period of mobility issues’ implementation, number of person in charge of mobility, level of willingness to develop mobility system, focus on car free and strategic mobility challenges) and differences (region, language, regulative factors, normative factors and cognitive factors). To test our conceptual framework, an explorative qualitative case study is done in these two Belgian city local governments. The data collection requires a fieldwork of 12 weeks, 54 internal and external documents, and 20 semi-structured interviews (mobility managers, politicians, sustainability managers, policemen and administrative workers). Results shows differences between the implementation and development of Namur and Leuven. Leuven has an average quality of sustainable mobility control system. Leuven requires developing new adapted indicators to face new city challenges and more effective collaborations between involved departments and actors. The case of Namur shows that its sustainable mobility control system is weak because of the non-adapted indicators to strategy and the weakness of the formal structure of mobility strategy. Results identify different institutional factors that have a significant impact on the development of sustainable mobility strategy; the most relevant are formal regulations, political power, local cultures, support of direct and indirect actors and the sensitiveness on sustainable culture. The proposed conceptual model also highlights if the impact of mobility strategy controls and institutional influences have a weak, medium or strong impact on the development of mobility strategy. Results validate our proposed conceptual model. However, this model has to be tested on other sustainability issues (energy, green building, green housing, green and neutral climate), cities and regions. [less ▲]

Évaluer des étudiants à l’université ou en haute école est une lourde responsabilité. À travers les notes distribuées, ce sont des rêves, des aspirations, un parcours universitaire, une vie professionnelle qui se constituent ou qui, dans certains cas plus négatifs, sont altérés ou détruits. L’édumétrie s’est, depuis plus de 70 ans, intéressée à la qualité des examens et des épreuves scolaires. Avec une conclusion redondante et sans concession : les biais dans la mesure récoltée, autrement dit dans le score attribué aux étudiants, sont nombreux et variés et la part d’erreur y est signifiante. Il y a donc des enjeux sociaux importants - d’équité notamment - à proposer des dispositifs d’évaluation robustes reflétant avec exactitude les capacités réelles des étudiants. Ces dernières années, le travail des évaluateurs s’est considérablement complexifié. L’enseignement universitaire a subi une profonde mutation. Sous l’impulsion d’exigences sociales nouvelles, un nouveau vocable s’est érigé en mantra dans nos institutions. Qu’ils s’agissent de compétences, de performances complexes, de soft skills, d’apprentissages authentiques, tous ces concepts ont pour point commun de viser un apprentissage holistique, contextualisé, intégré, multidisciplinaire. Toutes ces évolutions, souvent très pertinentes, se confrontent toutefois aujourd’hui aux limites de nos connaissances dans le domaine de l’évaluation. Certes les modèles de l’évaluation changent peu à peu. Dans les écrits, la focale porte aujourd’hui sur une évaluation porteuse de sens, émancipatrice, axée sur une rétroaction favorisant les apprentissages, partenariale, prenant en compte la complexité des apprentissages visés par l’enseignement. C’est une évolution saine et utile. Mais dans le contexte de l’enseignement supérieur, dans lequel l’avenir des étudiants dépend de la note finale, on peut s’inquiéter en observant que ces modèles en gestation se structurent sans préoccupation particulière quant à la qualité de la mesure. Autour de ces thématiques, nous proposerons un modèle structurant permettant d’augmenter la qualité des dispositifs d’évaluation, y compris dans ces contextes émergents. [less ▲]

La radicalisation menant à la violence est devenue une préoccupation internationale qui suscite à la fois questions et angoisses chez les jeunes, les parents ainsi que les professionnels. Ces dernières années ont vu un certain nombre de personnes se radicaliser et partir vers des zones de combat pour s’engager dans le djihad. Compte tenu de la proportion par rapport à la population, la Belgique est située comme un des pays de l’Union Européenne le plus touché, et ce sont des individus de jeune âge qui empruntent le chemin de l’extrémisme violent (l’âge moyen se situerait entre 18 et 29 ans). Si les trajectoires de radicalisation sont multiples, toutes posent la question du sens de l’engagement d’un jeune homme, d’une jeune femme dans cette voie qui serait elle-même sous-tendue par une quête de sens. C’est à partir des savoirs et des recherches en psychologie (sociale, criminologique, sociocognitive et clinique) que nous tenterons de décoder les processus en jeu lors de la radicalisation d’un individu et de dégager les axes de prévention et d’interventions psychosociales à promouvoir. Social Protection refers to all mechanisms of (i) prevention, (ii) protection and collective as well as (iii) promotion or social rehabilitation for individuals and households to support social risks. Social Protection in the DRC is not a recent concern. Well before independence, a series of initiatives and devices had been implemented by the Belgian kingdom. Upon its accession to independence, the DRC became a member of the ILO. More than 80% of the population of the DRC has no social protection coverage. To remedy this, the Congolese Government has implemented the PNPS (National program of support to Social Protection (PNPS) in November 2005, with 5 missions: (i) extend the coverage of social protection, (ii) improve the quality of social services, (iii) establish and maintain a system of coverage of health care, (iv) contribute to the work of reform with the appointed commission, (v) make effective social protection for all. The formulation of the National Social Protection policy is one of the assignments entrusted to the Council of the PNPS, which the Minister of social security is the President. The Secretariat of the Council of the PNPS is managed by its Director. The two presidential decrees here presented deal about (i) the creation of the PNPS and (ii) the appointment of its Director, both signed in November 24, 2005. [less ▲]

Present in Rome from 1484 onwards, Pucci soon becomes one of the most influent prelates in the immediate environment of Jules II, and is made cardinal right after Leo X’s election in 1513. In 1520, Pucci, who had been praised by Erasmus for his efforts to “restore the Christian religion”, is appointed penitenziere maggiore. As such, he could grant indulgences and was therefore at the heart of the practices strongly condemned by Luther. By using contemporary testimonies, this presentation aims to dwell on the role endorsed by Pucci as penitenziere and to examine the conditions that led him to that powerful position. Le terme « avatar » a longtemps été employé, dans les études consacrées au jeu vidéo, pour désigner uniquement les personnages incarnés par le joueur dans les mondes numériques — et plus particulièrement dans les univers persistants des jeux massivement multijoueurs en ligne. Dans le courant des années 2000, son utilisation a subi un glissement majeur : initialement liée au jeu de rôle, l’expression « avatar » tend aujourd’hui à englober toute représentation du joueur à l’écran. Cet élargissement terminologique permet d’envisager l’avatar comme interface entre le jeu et le joueur, interrogeant le lieu où nous nous trouvons lorsque nous jouons, lorsque nous ne sommes « ni tout à fait en nous-mêmes, ni tout à fait à l’écran, mais dans une zone intermédiaire, un entre-deux » (Triclot, 2011). La stratégie de la Politique Nationale de Protection Sociale de la RDC comprend trois axes : (i) la promotion des mécanismes garantissant l’accès aux services sociaux de base et une sécurité élémentaire de revenus pour les personnes vulnérables, (ii) renforcement et extension des systèmes d’assurance sociale fiable et économiquement viable, (iii) renforcement du cadre institutionnel, des capacités et le financement de la protection sociale. Le premier axe stratégique a été décliné en trois objectifs spécifiques : (i) promouvoir la couverture sanitaire universelle, (ii) assurer l’accès des enfants, garçons et filles, à l’alimentation saine et équilibrée, à l’éducation et aux soins de santé de qualité de proximité ainsi que (iii) garantir aux personnes en situation de précarité, y compris les personnes du troisième âge, l’accès à des services sociaux de base et un revenu minimum. This presentation analyses argues that the Commission’s reform suggestions aimed at streamlining NCAs into independent administrative agencies appear to neglect this variety of accountability mechanisms underlying current NCA institutional organisation and functioning. Given that those mechanisms each harbour incongruent expectations regarding the organisation and functioning of independent NCAs, failure to acknowledge such incongruence may in practice lead to less effective competition law enforcement. Its purpose is therefore to uncover the different NCA independence perspectives underlying those accountability mechanisms and to look for legally sound ways to make them converge when designing or upgrading NCA independence in the context of the Regulation 1/2003 reform.
