Architects express themselves graphically in order to communicate ideas both to clients and to themselves. In practice, they rely on a variety of representations such as free-hand drawings, 3D computer rendered images, and photomontages to convey their design intent. Research to date has demonstrated differences and commonalities in the ways in which expert designers and laymen perceive visual understanding. It is still unclear how architects themselves use different types of representations to express different intentions, and how accurately their expected audience perceives those intentions. The purpose of this research is to investigate how laymen interpret the initial design intent of an architect’s design, and what role different forms of representations play in this process of understanding a design. This paper describes a five-step process for developing a survey that was used to gather data from 686 laymen respondents. It was found that certain types of simpler representations presented in specific contexts are unexpectedly found to be a more efficient way to faithfully transmit an architectural intent. [less ▲]

Let G be a simple graph of n vertices. We consider the problem ISil of deciding whether there exists an induced subtree with exactly i ≤ n vertices and l leaves in G. We also study the associated optimization problem, that consists in computing the maximal number of leaves, denoted by L_G(i), realized by an induced subtree with i vertices, for 2 ≤ i ≤ n. We compute the values of the map L_G for some classical families of graphs and in particular for the d-dimensional hypercubic graphs Q_d , d ≤ 6. Then we prove that the ISil problem is in general NP-complete. We also describe a nontrivial branch and bound algorithm that computes the function L_G for any simple graph G. In the special case where G is a tree, we provide a O(δn^3) time and O(n^2) space algorithm, where δ is the maximum degree of G. Finally, we exhibit a bijection between the set of discrete derivative of the sequences L_G (i) where G is caterpillar, and the set of prefix normal words. [less ▲]

The purpose of this paper is to identify a selection of key business models - “typology” - applied in the biotechnology industry. The focus is on the differences between traditional/closed or stand-alone business models opposed to open or networked business models. A number of illustrative case studies and good practices are presented to show that new biotechnology firms are gradually adopting a “best of both worlds” strategy, with both closed business models and open, networked models as a way for gaining access to the market, in close collaboration with large global pharmaceutical companies. The case firms and good practices are taken from a recent country study for Belgium. [less ▲]

We present sixteen occultation and three transit light curves for the ultra-short period hot Jupiter WASP-103 b, in addition to five new radial velocity measurements. We combine these observations with archival data and perform a global analysis of the resulting extensive dataset, accounting for the contamination from a nearby star. We detect the thermal emission of the planet in both the $z'$ and $K_{\mathrm{S}}$-bands, the measured occultation depths being 699$\pm$110 ppm (6.4-$\sigma$) and $3567_{-350}^{+400}$ ppm (10.2-$\sigma$), respectively. We use these two measurements together with recently published HST/WFC3 data to derive joint constraints on the properties of WASP-103 b's dayside atmosphere. On one hand, we find that the $z'$-band and WFC3 data are best fit by an isothermal atmosphere at 2900 K or an atmosphere with a low H$_2$O abundance. On the other hand, we find an unexpected excess in the $K_{\mathrm{S}}$-band measured flux compared to these models, which requires confirmation with additional observations before any interpretation can be given. From our global data analysis, we also derive a broad-band optical transmission spectrum that shows a minimum around 700 nm and increasing values towards both shorter and longer wavelengths. This is in agreement with a previous study based on a large fraction of the archival transit light curves used in our analysis. The unusual profile of this transmission spectrum is poorly matched by theoretical spectra and is not confirmed by more recent observations at higher spectral resolution. Additional data, both in emission and transmission, are required to better constrain the atmospheric properties of WASP-103 b. [less ▲]

The aim of this document is to present SiSTEM, a multi-level simulation model of European short-term electricity markets, covering day-ahead and intraday exchanges to balancing activations in real-time, and imbalance settlement. In this model, power companies interact by making offers, notifying their positions to the system operator and impacting the balance of the electric system. The system operator activates balancing energy to restore the balance of the system, using all balancing activation offers, including from balancing reserves. Imbalance settlement implies bidirectional transactions between the system operator and power companies depending on the direction of their imbalance. A simulation of the model is performed by sequentially considering each time step and simulating actors’ decisions. The objective of this model is to understand the problems behind decisions of the actors within the short-term electrical system operation, to provide insights on how these problems can be solved through market design and to see how the decisions are linked together to shape a coherent system. This paper presents different simulation cases of an illustrative system in order to portray main features of the model in a practical and effective manner. In particular, the results show the importance of considering steady-state constraints and notice delays of generation units when looking at short-term issues. Future works could use this model to provide quantitative assessments of short-term market designs. [less ▲]

One of the most significant goals of modern science is establishing whether life exists around other suns. The most direct path towards its achievement is the detection and atmospheric characterization of terrestrial exoplanets with potentially habitable surface conditions. The nearest ultracool dwarfs (UCDs), i.e. very-low-mass stars and brown dwarfs with effective temperatures lower than 2700 K, represent a unique opportunity to reach this goal within the next decade. The potential of the transit method for detecting potentially habitable Earth-sized planets around these objects is drastically increased compared to Earth-Sun analogs. Furthermore, only a terrestrial planet transiting a nearby UCD would be amenable for a thorough atmospheric characterization, including the search for possible biosignatures, with near-future facilities such as the James Webb Space Telescope. In this chapter, we first describe the physical properties of UCDs as well as the unique potential they offer for the detection of potentially habitable Earth-sized planets suitable for atmospheric characterization. Then, we present the SPECULOOS ground-based transit survey, that will search for Earth-sized planets transiting the nearest UCDs, as well as its prototype survey on the TRAPPIST telescopes. We conclude by discussing the prospects offered by the recent detection by this prototype survey of a system of seven temperate Earth-sized planets transiting a nearby UCD, TRAPPIST-1. [less ▲]

This paper introduces a computational tool to help assess the impact of regulation policies within distribution net- works in the deployment of distributed renewable electricity generation. This tool is a comprehensive multi-agent simulator capable of handling the interaction between the users of a distribution network and their distribution system operator. With this simulator, it is possible to address the different regulatory constraints encountered by distribution system operators, for any regulation policy. In the simulator, we model individual electricity consumers as rational agents, who may invest in optimised distributed renewable energy installations, if they are cost-efficient compared to the network tariff. By modelling the cost recovery scheme of the distribution system operator, the simulator then computes the evolution of the network tariff in response to a change in the consumption and generation of the consumers in the distribution network, due to the deployment of distributed generation. The simulator is illustrated with various regulation policies. [less ▲]

This paper stands in the context of reinforcement learning with partial observability and limited data. In this setting, we focus on the tradeoff between asymptotic bias (suboptimality with unlimited data) and overfitting (additional suboptimality due to limited data), and theoretically show that while potentially increasing the asymptotic bias, a smaller state representation decreases the risk of overfitting. Our analysis relies on expressing the quality of a state representation by bounding L1 error terms of the associated belief states. Theoretical results are empirically illustrated when the state representation is a truncated history of observations. Finally, we also discuss and empirically illustrate how using function approximators and adapting the discount factor may enhance the tradeoff between asymptotic bias and overfitting. [less ▲]

L’objectif de ce travail est de mettre par écrit quelques idées personnelles à propos de l’enseignement des mathématiques dans une première année de l’enseignement supérieur et ainsi de réfléchir à propos de la transition entre le secondaire et l’Université (TSU, en abrégé) pour un cours de mathématiques. A cet effet, on compare les enseignements secondaire et universitaire, on précise une certaine conception des mathématiques et de leur enseignement au niveau de la TSU. Dans une première annexe se trouve également une étude plus théorique et technique sur la métacognition. Une particularité de ce travail est probablement de relier des idées issues de la littérature spécialisée relative à trois thèmes qui sont souvent développés indépendamment les uns des autres, à savoir l’épistémologie des mathématiques, la pédagogie universitaire et la didactique des mathématiques, le tout étant agencé d’après des convictions personnelles et des expériences professionnelles. TRAPPIST-1 planets are invaluable for the study of comparative planetary science outside our Solar System and possibly habitability. First, we derive from N-body simulations possible planetary evolution scenarios, and show that each of the planets are likely to be in synchronous rotation. We then use a 3-D Global Climate Model to explore the possible climates of cool planets of the TRAPPIST-1 system. In particular, we look at the conditions required for cool planets to prevent possible volatile species to be lost by permanent condensation, irreversible burying or photochemical destruction. We also explore the resilience of the same volatiles (when in condensed phase) to a runaway greenhouse process. We find that background atmospheres made of N2, CO or O2 are resistant to atmospheric collapse. However, it should be difficult for TRAPPIST-1 planets to accumulate significant greenhouse gases like CO2, CH4, or NH3. CO2 can easily condense on the nightside, forming glaciers that would flow toward the substellar region. A complete CO2 ice cover is possible on TRAPPIST-1g and h only, although CO2 ice deposits could be gravitationally unstable and get buried beneath the water ice shell in geologically short timescales. Given TRAPPIST-1 planets large EUV irradiation (at least 1000x Titan's flux), CH4 and NH3 should be photodissociated rapidly and thus be hard to accumulate in the atmosphere. Photochemical hazes could then sedimentate and form a surface layer of tholins. Regarding habitability, we confirm that few bars of CO2 would suffice to warm the surface of TRAPPIST-1f and g above the melting point of water. We also show that TRAPPIST-1e is a remarkable candidate for surface habitability. If the planet is today synchronous and abundant in water, then it should always sustain surface liquid water at least in the substellar region, whatever the atmosphere considered. [less ▲]

By looking at the current social, economic and political trends in Latin America and the Caribbean and at recent developments in the EU’s relation with the region, this study explores windows of opportunity for advancing the EU-Latin American strategic partnership. It is argued that, although asymmetries between Europe and Latin America might impact and diminish the bi-regional relationship, the EU is wellpositioned to play a more active role in Latin America by strengthening existing institutional links, such as the strategic bi-regional partnership between the EU and the Community of Latin American and Caribbean States (CELAC) and the Euro-Latin America Parliamentary Assembly (EuroLat). The study concludes with tailor-made recommendations in order to advance the EU’s engagement and cooperation with individual Latin American countries and with the region as a whole, both through traditional cooperative channels and through closer parliamentary links within the framework of EuroLat. En exploitant une ressemblance physique entre les deux femmes, la vieille Margiste parvient à placer sur le trône de France sa fille Aliste et à chasser la Berte, fille du roi de Hongrie que le roi Pépin venait tout juste d'épouser. Au terme de plusieurs années de mauvaise gouvernance, Aliste sera démasquée, et Berte enfin réhabilitée. Après une rapide présentation de la chanson de geste (tradition manuscrite, analyse de l'œuvre), un commentaire s'attache au mécanisme de la trahison pour envisager, en se référant au droit de l'époque, le problème de l'usurpation d'identité et de l'imposture politique au féminin telles que les traite un poète épique du XIIIe siècle. Hypoglycin A (HGA) is a toxin contained in seeds of the sycamore maple tree (Acer pseudoplatanus). Ingestion of this amino acid causes equine atypical myopathy (AM) in Europe. Another variety, A. negundo, is claimed to be present where AM cases were reported in the US. For unknown reasons, occurrence of this disease has increased. It is important to define environmental key factors that may influence toxicity of samaras from Acer species. In addition, the content of HGA in seedlings needs to be determined since AM outbreaks, during autumn period when the seeds fall but also during spring when seeds are germinating. The present study aims to validate a reliable method using high performance thin layer chromatography for determination and comparison of HGA in samaras and seedlings. The working range of the method was between 20 μg HGA to 408 μg HGA per ml water, corresponding to 12 - 244 mg/kg fresh weight or 40 - 816 mg/kg dry weight, taking into account of an arbitrary average dry matter content of 30%. Instrumental limit of detection and limit of quantification were of 10 µg HGA/ml and 20 µg HGA/ml water, respectively. Instrumental precision was 4% (RSD on 20 repeated measurements) while instrumental accuracy ranged between 86% and 121% of expected value. The HGA recovery of the analytical method estimated from spiked samaras and seedlings samples ranged between 63 and 103%. The method was applied to 9 samples of samaras from Acer pseudoplatanus, A. platanoides and A. campestre and 5 seedlings samples from A. pseudoplatanus. The results confirm detection of HGA in samaras from A. pseudoplatanus and the absence of detection in samaras of other tested species. They also suggest that detected levels of HGA are highly variable. This confirmed the suitability of the method for HGA detection in samaras or seedling. [less ▲]

In this working paper, we will examine in which way the participative management can be a key success factor in a context of organizational change. We tried to determine whether the use/implementation of participative management and its tools is perceived as an increasing success factor of the mergers and acquisitions process. One of the interest of this study is to bring back a managerial aspect, nearly forgot in Europe but yet still relevant in Canada, that has proven is great interest within different studies over last decades and to apply the previous researches to a specific event in the life of a company, but also to a really particular context which is the one of a SME employing people with disabilities. To perform this research, we focused on the perception of participation, and its tools, that have workers and managers though a qualitative and a quantitative survey. The perspectives of this study open the way to more in depth researches in order to define audit processes and advises about the implementation of participative management (tools) to influence positively the probabilities of success for mergers and acquisitions. Certains observateurs peuvent considérer que l’esprit de défense reste un objet non identifié en Belgique. Il peut aussi être un objectif à renforcer en tenant compte des spécificités politiques, communautaires, historiques et sociologiques du Royaume. La Belgique n’est pas la France, la Finlande ou le Royaume-Uni et leur culture de défense, leur culture stratégique. Cette étude a pour objet d’interroger en ces moments troublés par les attentats en Belgique sur les liens entre l’armée belge et la nation. Il sera question d’aborder les rapports entre les citoyens et l’institution militaire, les valeurs de légitimation de l’institution militaire et l’éthique qui doit y être associée, le niveau de confiance et de soutien, l’esprit de défense, le degré de résilience, l’image du militaire dans la société, y inclus celle autour de la présence du militaire en rue. Cela impose synergies civilo-militaires, prises de responsabilités politiques, ouverture de l’armée professionnelle au monde civil, partage de valeurs éthiques et meilleure résilience. Il s’agira également de prendre en compte le malaise du militaire déjà perceptible à propos des missions de sécurisation dans les rues tout comme celle qui apparaît autour du dossier des pensions des militaires aux tâches très spécifiques, le militaire n’étant pas un fonctionnaire comme les autres. Seront aussi examinés l’état de l’enseignement des matières de défense auprès des citoyens civils et les ballons d’essai autour des parcours civiques, de la relance d’une réserve et la question d’un retour du service militaire en Belgique actuellement suspendu. Enfin, nous formulerons quelques recommandations spécifiques au positionnement de la politique belge de sécurité et de défense dans le champ politique, sociologique et communautaire dans ses rapports entre l’armée et la société. L’objectif étant d’améliorer les liens entre le citoyen, le politique et la Défense ; sachant que le destin commun des Belges en matière de sécurité se doit d’être aussi pensé en « poupées gigognes » avec, par superposition, le rôle de l’UE et de l’OTAN. Polya, les raisonnements plausibles des raisonnements démonstratifs. Ensuite, nous nous intéressons à certains éléments de logique qui nous paraissent importants au niveau d’une TSUM. I explore the securitization of the immigration process developed between France and the UK as units of the EU regional security complex. My main intention was to not only identify how both countries securitized immigration together, but also to identify the social consequences its produces for the city of Calais. The FR-UK immigration policy has been implemented in the city of Calais since 2002, and over time security apparatus has become more sophisticated, which sums up the transposition of the UK border and construction of refugee camps and jungles. As a result of this process, it was possible to identify the appearance of self-established camps, emergence of new actors, and rise of nationalism. I aim to highlight the relevance of bilateral policies developed between both countries and its impacts in Calais. From this, policies’ and migrants’ representations of emerging camps, new actors and nationalism will produce considerable changes in the city. [less ▲]

En premier lieu, nous définissons le concept général de jeu et présentons quelques mathématiciens célèbres, de toutes époques, qui étaient (ou sont encore) des adeptes de jeux mathématiques. Ensuite, nous établissons une typologie des jeux mathématiques. Une deuxième partie est consacrée à l’intervention des jeux dans l’enseignement des mathématiques. Nous donnons divers avantages des activités ludiques en classe, mais également des objections relatives à leur usage à des fins pédagogiques. Nous nous demandons aussi comment sélectionner un jeu pour des élèves et exhibons des exemples concrets de jeux exploitables en classe. This work investigates optimization techniques for a multi-period vehicle allocation problem with uncertain requests. A company owning a limited fleet of trucks attempts to maximize its operational profit over an infinite horizon by optimally assigning transportation orders to the vehicles. Its profit stems from profits collected when transporting full truckloads, minus costs incurred when waiting or when moving unladen. The stochastic component of the problem arises from the uncertainty on the realization of each transportation order. The methodology is based on optimizing decisions for deterministic scenarios. Several policies are generated in this way, either by simple heuristics, or by more complex approaches, such as consensus and restricted expectation algorithms, or from network flow formulations over subtrees of scenarios. Myopic and a-posteriori deterministic optimization models are used to compute bounds allowing for performance evaluation. Numerical experiments are performed on various instances featuring different numbers of orders, graph sizes, sparsity, and probability distributions, and the performance of the algorithms is assessed by statistical tests. The robustness of various policies with respect to erroneous evaluations of the probability distributions is also analyzed. [less ▲]

This case study presents a country-wide quantitative analysis of a Parliamentary Commission established in 2012 in Myanmar to examine ‘land grab’ cases considered and to propose solutions towards releasing the land to its original owners, in most cases smallholder farming families. The study analyses the information contained in four reports released to the public, but also aims to elicit information they do not reveal. First of all, the paper suggests the commission has failed to provide detailed information about land grabs by the military. Second, the Commission seems to have targeted urban areas and urbanization projects and has underestimated land grab cases in rural areas. Third, by contrasting the locations of land confiscation cases with those of agro-industrial concessions as of 2011, the paper also shows how the Commission has evaded, rather than tackled, some very critical land confiscation issues driven by these concessions. Eventually, the authors argue for a mechanism that gathers, manages and releases relevant data on land confiscation and redistribution in a manner that allows for full disclosure. [less ▲]

For ensuring good practices in research from the beginning and developing a culture of ethics, ULg developed an integrated approach focusing on young researchers. The objective is to instill, as soon as possible, a good perception of what is quality in research, considering methodology, project management and ethics as norms and moral positioning for solving dilemma. Actions, coordinated by the Council for Ethics and Scientific Integrity (CEIS), are developed simultaneously through 5 axes. Young researchers are involved at all levels of the process, directly or as representative of the PhD Association. 1. Training: Sensitization and education to ethics; development of professional capacities, incl. data analysis & open data; seminaries with supervisors and PhDs ("duos") 2. Forum: ethics on the public space – Seminaries, conference, round tables, intervision, discussion and exchange on questions, dilemma, case-studies, with the help of external experts 3. Research appraisal: requirement for an ethics appraisal of each research project, with a special focus on human and social sciences, with the help of disciplinary ethics committees 4. Ethics analysis: Analysis of special questions, complains, problems, and decision making in case of violation of integrity 5. Regulation: Writing of procedures, dissemination of documents, recommendations and case-studies, link to the HR Strategy for researchers and the Charter and Code. In 2016, successful activities took place : - about 500 PhDs (25%) participated directly in the "Go2thesis training" (incl. 1 day on project management and ethics), dedicated trainings (introduction, special questions) and forum-debates - all the research projects, incl. PhD grants, supported by ULg were requested to provide an ethical issue check list, based on the H2020 standards. The R&D Office helped to explain about the issues and resources, and to orient the applicant to the ad hoc ethics committee - special requests were analyzed by the CEIS for several PhD's sensitive projects - Information was provided to PhDs regarding authorship, crowdfunding, privacy, open data and security while travelling New projects will be developed for (1) strengthening the relation between CEIS-ethics committee-doctoral school-supervisor-PhD (2) involving all the new PhDs in the training and forum, and (3) ensure the ethics appraisal during the whole duration of the PhD thesis (i.e. special chapter in the annual report). This presentation aims to exchange about what was done, the actual and expected impact of actions, what is going right and wrong, and how ULg is managing this dynamics as part of the HR Strategy for researchers project. Medical doctors impact the efficiency of medical departments through their level of skill and engagement. The sensitivity of medical doctors on responsible and inclusive values fosters a stable work climate that optimizes organizational efficiency and performance in UHCs’ departments. This reduces sources of nuisance and demotivation for optimal work stability, which induces efficiency’s improvement. The case study is done on 30 different services belonging to the Algerian UHCs in the purpose to build a model by the method of design of experiments. Multiple regression studies correlations between sensitivity to responsible values, work climate, workplace stability and efficiency of studied departments. It also allows to predict the improvement of departments’ efficiency according to the variation of dependent variables for optimizing the UHCs’ performance. The study’s results illustrate the strong correlation of sensitivity to responsible values and workplace stability’s variables on efficiency. They also highlight strong relations of interdependence between firstly responsible values and work climate, and secondly, between climate and workplace stability. [less ▲]

Depuis une dizaine d’années, des initiatives qui cherchent à territorialiser la production et la consommation de produits alimentaires se développent dans le paysage agroalimentaire wallon. Parmi celles-ci, la Ceinture aliment-terre liégeoise (CATL) est une dynamique qui s’est construite autour d’un diagnostic du système agroalimentaire conventionnel et propose des alternatives en région liégeoise. La CATL a pour caractéristique principale de constituer un « mouvement citoyen », c’est-à-dire qu’elle mobilise les citoyens dans la transformation du système agroalimentaire. Pour analyser cette initiative, nous allons retracer la trajectoire de la CATL depuis sa naissance jusqu’à aujourd’hui, ainsi que les dilemmes et questionnements auxquels elle a dû faire face tout au long de son évolution et comment elle propose d’y répondre. Cette analyse permet de comprendre que le potentiel de transformation de la CATL pour la transition réside surtout dans sa capacité à intégrer une série d’initiatives du territoire dans une vision commune pour construire une « niche globale territoriale » plus à même d’influencer le régime et d’engager une transition du système agroalimentaire liégeois et wallon. La dynamique de la controverse apparue autour du projet de piétonisation des boulevards centraux de la Ville de Bruxelles est relue à travers la théorie de l’acteur réseau (Callon &Latour 1986) . Ceci permet de mettre en évidence deux traductions concurrentes : celle de la ville et celle de la Platform Pentagone. La ville a traduit son projet en organisant un réseau d’acteurs autour du point de passage obligé (PPO) suivant : « piétonniser les boulevards centraux pour stopper le transit automobile et faire du centre de Bruxelles un nouveau cœur urbain attractif ». La traduction de la Platform Pentagone, notre deuxième porte-parole, propose un autre point de passage obligé : « faire un piétonnier négocié, favorable à tous les usagers ». Cette formulation entre en concurrence directe avec celle de la ville. Chacune des deux problématisations illustre une conception différenciée de la notion de piétonnier ainsi que de ce qui est, ou non, négociable. Des dissidences apparaissent qui permettent de relever une série d’ambigüités au sein des réseaux et des diverses situations. [less ▲]

Quality of workplace health and safety conditions of medical doctors has a strategic role in their availability for patients’ care, risk reduction of medical errors and rate of medical successes. The improvement of these conditions represents an opportunity of internal improvement that optimizes better medical services. The case study examines the quality of workplace health and safety conditions of 200 medical doctors belonging to different Algerian UHCs. It analyses its correlation with the daily time devoted to the care of patients, with the rate of risk reduction of medical errors, and with the rate of medical successes. Multiple regression analyses the interaction effect of the three first variables on the rate of medical successes. Results determine a strong causal factor between medical doctors’ availability – quality of workplace conditions and medical successes. Results also highlight a strong correlation between quality of workplace conditions and risk reduction of medical errors. [less ▲]

Many significant intellectual developments have taken place in 20th century European social theories. Notably the first Frankfurt School and Bourdieu’s work have successfully shown how workers, social actors, etc. are alienated or dominated by capitalist social structures. But according to Habermas, neither perspective successfully allows for the possibility that people could contribute to their own emancipation. The emergence of new forms of social resistance to domination such as those embodied by the Indignados, Anonymous, Femen, the practitioners of alternative economy, movements of unemployed people or illegals compels us to envisage the possibility for emancipation, but how? In this paper we explore opportunities for accounting for this by considering the work of a range of other European social theorists, more specifically Boltanski whose critical intent is embodied in his pragmatic sociology, and evident in his coining and use of the concept of the world. In addition we will consider Latour’s own pragmatic stance as we believe that despite his disinterest in new social movements, his work, informed by pure immanence, might offer potential solutions. But we would argue that even in these innovations there is either a persistent tendency to imagine emancipation primarily as a return to some ideal state or a lack of critical engagement with alienation. In response, we propose a materialist renewal, which will lead us to ponder on the political role of sociologists. [less ▲]

The present study principally aims at determining to which extent prenatal exercise (before and during gestation) could affect the initiation (establishment) and the expression of psychomotor sensitization induced by a representative dose of cocaine in young female and male mice. More specifically, we will assess cocaine-induced acute psychomotor-activating effects, psychomotor sensitization developing over 9 daily sessions (daily peritoneal injections of cocaine or saline) and the long-term expression of the sensitized response (30 days after the last sensitizing injection) in C57BL/6J mice born from mothers housed with or without a running wheel before and during gestation. Based on literature and on our prior results, the mice born from exercised mothers are expected to show significantly reduced levels of cocaine responsiveness in comparison with the control mice (born from unexercised mothers). Prosumers are households that are both producers and consumers of electricity. A prosumer has a grid-connected decentralized production unit (DPU) and makes two types of exchanges with the grid: energy imports when the local production is insufficient to match the local consumption and energy exports when local production exceeds it. There exists two systems to measure the exchanges : a net metering system that uses a single meter to measure the balance between exports and imports and a net purchasing system that uses two meters to measure separately power exports and imports. Both systems are currently used for residential consumption. We build a model to compare the two metering systems. Under net metering, the price of exports paid to prosumers is implicitly set at the price of the electricity that they import. We show that net metering leads to (1) too many prosumers, (2) a decrease in the bills of prosumers, compensated via a higher bill for traditional consumers, and (3) a lack of incentives to synchronize local production and consumption. The issue of experiencing illegality as EU citizens is here explored through analyzing the case study of Italians in Belgium who saw their residence permit removed by state authorities. This example shows how becoming undocumented is the result of “a legal production of illegality” and that social policies switch from being instruments of protection for groups at risk of social exclusion to being instruments incentivizing individuals to participate in the labour market and consequently rejecting “unproductive migrants” from the social system. EU citizenship and freedom of movement within member states is thus questioned and conditioned to some other socio-economic issues. The notion of “deservingness” highlights that the restriction of the mobility of the poor in general shapes here in terms of “undeserving” the right to freedom of movement and determines further stratifications among migrants. Strategies are developed within an emerging discourse of a “moral economy of deservingness” and they respond to the individuals’ precarious statuses. [less ▲]

This paper empirically evaluates the impact of fiscal decentralization on the performance of higher education systems. To test this relationship,we build up a panel dataset composed of European countries. Countrylevel performance is measured by an indicator using data from the Shanghai ranking. Using a dynamic panel approach, we find that a higher share of government spending coming from decentralized levels of governmentsleads to an improvement of the performance of research-intensive higher education institutions. This result is confirmed by the use of an instrumental variable approach. We argue that a more decentralized higher education system increases the ability to attract and retain top scholars. We consider a multi-trip vehicle routing problem with time windows (MTVRPTW), in which each vehicle can perform several trips during its working shift. This problem is especially relevant in the context of city logistics. Heuristic solution methods for multi-trip vehicle routing problems often separate routing and assignment phases in order to create trips and then assign them to the available vehicles. We show that this approach is outperformed by an integrated solution method in the presence of time windows. We use an automatic configuration tool to obtain efficient and contextualized implementations of our solution methods. We provide suitable instances for the MTVRPTW as well as an instance generator. Also, we discuss the relevance of two objective functions: the total duration and the total travel time. When minimizing the travel time, large increases of waiting time are incurred, which is not realistic in practice. [less ▲]

Any imbalance between electric power supply and demand results in power system frequency deviations from its nominal value. Frequency regulation is one of the most important services that regional system operators perform to ensure reliable system operation. Traditional power supply sources such as generators are usually automatically modulated to help balance generation and demand by adjusting their output based in part on system frequency. As a result of the decreased inertia of the system caused by decommissioning of traditional power plants and the increase in the penetration of renewable energy sources, the increased use of demand side controls for the purpose of frequency regulation is receiving increased attention. Demand control can provide fast response to any imbalance. This opens up the possibility for Electric Vehicles (EVs) to be used as frequency regulation grid resources. This write-up discusses the potential, opportunities and benefit of doing so. [less ▲]

In the era that huge numbers of microbial genomes are being released in the databases, it becomes increasingly important to rapidly mine genes as well as predict the regulatory networks that control their expression. To this end, we have developed an improved and online version of the PREDetector software aimed at identifying putative transcription factor-binding sites (TFBS) in bacterial genomes. The original philosophy of PREDetector 1.0 is maintained, i.e. to allow users to freely fix the DNA-motif screening parameters, and to provide a statistical means to estimate the reliability of the prediction output. This new version offers an interactive table as well as graphics to dynamically alter the main screening parameters with automatic update of the list of identified putative TFBS. PREDetector 2.0 also has the following additional options: (i) access to genome sequences from different databases, (ii) access to weight matrices from public repositories, (iii) visualization of the predicted hits in their genomic context, (iv) grouping of hits identified in the same upstream region, (v) possibility to store the performed jobs, and (vi) automated export of the results in various formats. The recent publication of the report "Medical error-the third leading causes of death in the US" (Makary & Daniel, 2016) has led to a renewed attention to the issue of patient safety in many developed countries. The main issue involved is the role played by medical staff work in the occurrence of deaths from the medical care. According to Makary & Daniel, communication failures, misdiagnosis, bad judgments and inadequate skills have caused an average of 251,454 deaths per year in the United States in 2013. This report has taken the opposite view of the proponents of "No shame no blame" approach characterizing a non-punitive culture in which people are led to blame the system even though human responsibility is obvious. While the no-blame culture has often been presented as the success factor of an efficient safety /quality policy in medical settings (Amalberti et al., 2005; Woynar et al, 2007), discordant voices now stand to underline the limits of this approach (see eg Dekker & Breakey, 2016; Levitt, 2014 or Shojania & Dixon-Woods, 2013). These authors argue that the no-blame culture is difficult to implement in practice and suggest the implementation of a just culture that places more emphasis on individuals' behavior and performance and on their responsibility at work. In this context, this study examines – based on an in-depth longitudinal case study of a radiotherapy department that has implemented a reporting system for adverse events - the extent to which non-punitive culture and just culture can live together in the same organizational unit. By combining in-depth interviews with members of the quality team and a questionnaire survey administered to all staff, we evaluate the current safety subcultures in the service. The content analysis of the interviews and the treatment of questionnaires following the methodology of the Agency for Healthcare Research and Quality allows to see the emergence of three subcultures in the radiotherapy department studied: a reporting subculture, a non-punitive subculture and, to some extent, a just subculture. The study shows that the development of the safety culture in this department is based primarily on the establishment of a non-punitive subculture used as a way to encourage spontaneous reporting of adverse events. The reporting culture is therefore the more controlled dimension of the safety culture of the department. Concerning responsibility of workers, the study shows that they have no fear of punishment and are not even familiar with the term in the workplace. On the contrary, instead of a retributive just culture, the department has focused its safety culture on learning from mistakes and substantial just culture based on a system of worker participation in the preparation of procedures that prescribe the right way to work. We present a summary of important computational issues and opportunities that arise from the use of semi-aggregate data (where the explanatory data for choice scenarios are not necessarily unique for each decision-maker) in discrete choice models. This data feature is commonly encountered with large transactional databases that have limited consumer information, such as itinerary choice modeling. We developed a software package called Larch, written in Python and C++, to take advantage of this kind of data to greatly speed the estimation of discrete choice model parameters. Benchmarking experiments against Stata (a commonly used commercial package) and Biogeme (a commonly used freeware package) based on an industry dataset for airline itinerary choice modeling applications shows that the size of the input estimation files are 50 to 100 times larger in Stata and Biogeme, respectively. Estimation times are also much faster in Larch; e.g., for a small itinerary choice problem, a multinomial logit model estimated in Larch converged in less than one second whereas the same model took almost 15 seconds in Stata and more than three minutes in Biogeme. For more complex discrete choice models, such as the ordered generalized extreme value model, estimation times were two seconds in Larch and four to five days in Biogeme. [less ▲]

In this paper, we evaluate the in-control performance of np-control charts with estimated parameters. We then apply the bootstrap method to adjust the control charts’ limits to guarantee the desired in-control average run length (ARL0) value in monitoring stage. The adjusted limits ensure that ARL0 would take a value greater than the desired value (say, B) with a certain specified probability, that is Pr⁡(ARL_0>B)=1-ρ. We finally provide users with tables which with practitioners do not need to do bootstrapping Phase I data set to obtain the control limit thresholds. [less ▲]
